It is not the number of the nukes but how disperse they are that increases the risk of material getting into terrorist hands. If 50 countries have nuke factories, there will be a greater chance of mistakes or terrorist access to them than if only 5 countries have it. This is just a matter of simple probabilities.

Now you can't really tell other countries not develop nukes while you are developing newer and better nukes yourself in total breach of NPT. So although OBL would not care about NPT, breach of NPT by nuclear powers encourages its proliferation which in turn increases the risks.
