I don't have an easy answer either, but do know what the answer is not, and I have a good idea about what the starting point should be.

The answer is not to breach NPT, promote creation of usable mini-nukes, increase the lifespan of radioactive material, and try to shock-and-awe the world into submission.

A good starting point is to in fact honor the treaties we have signed. Reduce the nuclear arsenal and strongly encourage others to do as we do (i.e. reduce the nukes). We should also make the rest of the world feel safe to reduce the rationale for an arms race. Then perhaps in another decade or so we can find a better solution.
