There is no direct impact on GLW's ability to produce more fiber. The two production processes are rather different, although the basic raw ingredient is the same. Indirectly, of course, there may be a substitution effect as a capital allocation issue. More money spent to make butter means less available to make guns, unless butter is more profitable, so that buttery profits can be diverted to making still more guns. As Corning does not disclose profitability on fiber vs ultra pure silica, we don't really know what the indirect effect will be. But given the demand for stepper lenses these days, it looks like the long run effect is "more guns and more butter"!

My understanding is that ultra pure fused silica plant uses a "boule" technique that differs from method used in making fiber. So it is not a matter of simply switching a production process from fiber to ultra-pure silica or taking a vat of silica and making it into a sliver instead of a strand. I believe the purity of the silica needed to make these stepper reduction lenses is higher than the purity needed for fiber.
