Yeah, right.

I'd fire the test development manager if 30% was common.

They are trying to scare people to not use the parts. The actual failure rate should be much lower because parts are usually wafer tested before packaging. Still, even a 2% failure rate will make for a terrible warranty cost at the end user.

A better scare tactic would be to say "improper handling might damage sensitive output devices where the failures won't show until after a month or two of use by the end customer."
