Bob,

Matt pointed out that after logging out there was no Login button. I placed a temporary link in default.aspx, but only in the production copy. So, if you'll kindly put a Login link back in top.aspx when the user is logged out, my temporary fix will get wiped out when you next publish default.aspx.
