The Chinese Communist Party has tried this with mixed success. Bush would receive a hell of a lot of "push back" if he tried this in too blatant a fashion.

If I were a completely deceitful a-hole and had the full use of all secret government apparatus, what I'd do is to create a cluster-f*ck of spyware, trojans, indecency, annoyance, denial of service attacks and other means to disrupt the public Internet and then offer the sheeple sanctuary behind walled gardens of corporately controlled and filtered internet access. A direct attack on the Internet would raise the anxiety of far too many libertarians as well as Lefties. But a secret government campaign to destroy the utility of the Internet with an anonymous warez campaign.... now that's the way to fight democracy!
