is it a coincidence that Tung stepped down and Tsang took his place? (as chief executive of HK)

could China be using HK$ to try out what they can do with the RMB?

Tsang sent Soros packing when he tried to attack the HK$ during the Asian contagion, so he should be a perfect candidate for this job.

That link from SCMP is probably a lot more significant than I can understand right now, since I am not sure what this narrow band will do.
