Your post just points out the current unrest and insurgent movement. We all know about this. The best solution is to organize a civil defense force under the control of the elected government, and use that force to neutralize the insurgent killer groups. That's what the coalition and the Iraqi government are attempting every day.

Pointing out that there is violence and insecurity in parts of Iraq is just dwelling on the obvious. The solution is of course to neutralize the propogators of the violence, and the more home grown the neutralizing force, the better.
