Elroy, either you are not paying attention, or you are married to your position. These guys are not just doing roadside bombs, they are assassinating leading clerics, generals and top politicians. They are using sophisticated tactics, including creating diversions and attacking responders. They are very well funded and well armed, and they are the remnants of Saddam's Ba'ath Party, the people at the top of the previous government. They are not going to give up and they are not going to fold into the new government. re: All of that reads like smart management setting low expectations... Right.
