the US Senate, indeed our entire country, is supposed to be ruled by voting results. Voting is a tiny part of the process, the coupe de gras. The vast majority of the energy goes into determining what gets voted on. It involves looking and listening to get ideas for legislation, gaining support, crafting and vetting and running it up the flagpole. Only a small part of what is considered is voted upon. Participating in that proposal/winnowing process is essence of the job of a Senator. Any idiot can vote yeah or nay as directed by the bosses.
