The rules have been laid down by the Senate. ======================================================== Why not just take the proposed change to the Senate Parlimentarian --- a nice, solid Republican... hand-picked for the post by Tom DeLay --- and ask for an official ruling?????????? Why do they propose an end run around the Parlimentarian, asking Cheney to 'rule' if the change is 'in order'??????? Could it be that they are AFRAID that the official Senate Parlimentarian would rule that it takes 67 votes to change the Senate rules... (not 51 like Cheney is expected to 'rule')? I guess it's like some little kid on a playground: when you don't like the rules, cheat.
