ECU is for the European multinational interests in both commerce and banking.

It is a consolidation of power as in Roman consolidations of power, at least this time there hasn't been bloodshed on the scale of historical power struggles.

One could say there's very little about it that helps ordinary people better their own lives in those countries.

I doubt the French will ever happily allow Germans, Spanish or Italians to run their economic lives.
