For the average inhabitant of Rome, I should think it was the majority, since most Romans were poor and spent most of their income on food, and the staple food, bread, came from outside their region. The rich naturally bought luxury goods which came from all over, silks from as far away as China, spices from India, glass from Egypt and Syria, gold and silver and amber from the Black Sea, etc. For example, Roman glass of similar style has been found in Judea and Britain. Now obviously transportation was slower and more expensive than modern times BUT the Romans did have an excellent infrastructure of roads and shipping and they traded a lot. As your article says, it was during the breakdowns of the late antique period that trade slowed down and economies switched to subsistence farming. But shipping continued until the Arabs took control of the sea.
