"Than it will bring in far too many soldiers. " No draft has even been comprehensive. They draft the number they need. Now there have always been accusations that the local draft boards neglect to call some because of person or political ties, so make it a lottery. The point is to eliminate certain groups being able to avoid serving while others don't have a choice. True, having unwilling people serve isn't good, but giving groups a free pass because of wealth or influence is worse.
