So to answer my own question:
Ayup...NTO will break $2.00 and then some.

Is the gold company that you own shares in a good business mode, well managed and directed with assets of note. For this determination the skinny is simple:
a. Insider stock options are at or below 5% of capitalization.
b. All exercises of stock options do not sell into the market but are held as investments.
c. The CEO & CFO of your company have no other public or private company interests.
d. The Board of Directors possess the required talents to properly direct the activities of the company.
e. Financing is available for the company's activities.
f. If it's an exploration and development company does it have transactions with producers on their properties as the major can vet the worth of a property much better than you can. Does the exploration and development company have derivative risk as a product of the major's method of providing capital to develop the property?
g. If a producer does the company have derivative risk?


Not a bad checklist...
How many of the above does NTO need to "improve?"
