I am very skeptical that this proposed plant in Alaska will be built any time soon. Some hurdles that would have to be overcome...

1) CIC needs an agreement with the coal leaseholders, who have already expressed doubts about the KFX process.

2) In addition to the plant, they must build the mine, an access road to tidewater, and a port to load the ships. Cook Inlet is dangerous shallow area with extreme tides and significant winter ice floes, so port facilities are quite expensive.

This project would require extensive permit applications, negotiations with landowners, and millions of dollars in financing. To date I have seen no actual announcements that this project is going forward, aside from the agreement signed between KFX and CIC in December. I'm still waiting for hard evidence that this project is for real.
