I didn't say that all the blame goes to the president. I simply asked "how" i.e. how much of the blame/responsibility do you assign to Bush and Rummy.

Did you miss the part about torture being wide spread?

Anyone who is worth half his salt knows that heads of organizations set the tone of operations and it gets amplified down the chain of command. When Rummy said keeping a prisoner on foot was nothing and he is on foot longer than that, more aggressive forms of torture were implicitly given a green light.

If he cared about such abuses, he would have reminded the brass that Geneva Convention should be fallowed. He set the tone for such abuses.
