After reading today's articles on a secret Army report, I now do believe its a way of life for the current US military operation. How many current members of the US military do you believe have actively participated in torturing a detainee? There is enough evidence to make clear that the use of torture has become systemic and I suspect is now structural in the US military. That is because the Bush administration has encouraged/promoted its use. I am sure you are very capable of coming to a different conclusion just as there are those who don't believe the Holocaust happened. I guess some people just don't have the genes to see a problem where it exists.
