In nominal dollar terms you are correct. As a percentage of GDP you probably aren't.

One somewhat worrying fact is that low T-bill rates mean the Government annual deficit is a good deal lower now than was the case in the 80's & early 90's for the same amount of debt service. This is a reversible state of affairs, although a lot of debt is financed at low rates for a number of years.
