The number of Iraqi government forces, the number of trained forces, the number of somewhat capable forces (more important but harder to nail down), the area that they have primary responsibility for securing and aren't doing such a lousy job that the US has to take over again.

These things are improving, but slowly. And some of them aren't simple things where you can nail down an exact number and chart it and have the chart be very meaningful.

Other things I might consider like American and allied deaths, Iraqi oil and gas production, and other factors, either aren't trending much one way or the other, or have unclear trends, or in some cases are things for which there isn't good data to support a discussion of trends.
