Firstly, I do not think you can know when you thwart attacks, if terrorists have been discouraged or detained before the consummation of a plot. That seems to be what is happening. The higher levels of security no doubt deter many terrorists from even coming here- since they know we are looking for them.

Secondly, I do not think the thwarting of attacks would have played all that well for Bush- what got him elected was fear, had he traded on the success of thwarting terrorism he might very well not have been elected (just as he traded on fear and false ideas to get the support to invade Iraq).
