and while federal funding might not be a necessity for US research it certainly helps. So a bill could be passed that limits research to existing stem cell lines and discarded embryos? A caveat could be built into the legislation about farming and cloning not being included. Hell there could even be penalties for those who do incorporated into the same bill.

Just a minor clarification which has the same intent as your comment. I would rephrase to "limit research to existing stem cell lines and embryos which couples choose to make available for stem cell research".

Interesting idea:

If possible to do that it would be good refinement.
