Depends on the definition of "children." Most cultures think that 13 is old enough to consent to sex, especially if the person is male, or if female, it's part of marriage. See, e.g., Mohammed, Jerry Lee Lewis, and Edgar Allen Poe.

Is there a Constitutional right to engage in consensual sex with an intelligent and mature 13 year old? If not, why not?
