Ducks are usually resistant to H5N1 bird flu. The die off in the nature reserve affected at least five species of migratory waterfowl. The H5N1 did not appear from thin air. There is a good chance that there are birds and probably people in India and China infected. For western China its a new season and new sequences. H5N1 is evolving and infecting more than 519 waterfowl.

When H5N1 gets exported, the importing country takes notice. China has already talked about restricting people from India (because of meningitis, but meningitis is a secondary of influenza).
