Frist can indeed go nuclear again.

Frist has agreed not to try to do away with filibustering for the next two years. He must be able to "prove" that the Dems are filibustering for other than "extraordinary" reasons. Read "A & B" of "part two."

Nominees should only be filibustered under extraordinary circumstances, and each signatory must use his or her own discretion and judgment in determining whether such circumstances exist.
