It sounds to me that this law you refer to may be covered by archaeological discharge certificates received from the government in 2004. Please refer to page 29 of the recent annual report (just before the area where they document the $500 million dollar direct benefits and $1 billion dollar indirect benefits of the project to Romania) gabrielresources.com " ...the Romanian Minister of Culture and Religious Affairs has granted archaeological discharge certificates for major areas of the site."
