Sure you can. Ammonia just need high temperature N2 and H2. H2 can easily be created from electrolysis of water, the reactor produces more than enough heat.

The synthesis of plastics is only a little harder, plants already use CO2 to create organic molecules, and electric vehicles already exist.

All you need is an energy source, not a petro chemical source.
