Re: Invest more in securing our chemical plants, improve security in airports (do you know that even today, only a small percentage of checked-in baggage is screened?) and in harbors where shipments arrive, and work with, rather than against, other nations to enhance security and safety. So defensive measures ONLY? How many football teams could ever win by playing ONLY defense? You don't see this?
