You should recognize that Afghanistan is a poor country which has gone through decades of warfare - during and after the Soviet invasion and during the Taliban era as well.

They never had a strong central gov't - anytime in history. If they ever had a professional police and military, they were certainly destroyed during the past several decades.

So the country's institutions (including a professional police and military) have to be built fresh from the ground up. That process is ongoing (our NATO allies are helping in this BTW) but it doesn't happen overnight.

In addition, the parliamentary elections haven't happened yet. Mainly due to lack of census information in the provinces, I understand.

Yes and that was utterly preposterous. First off, because of what we all know about the nature of the USSR and secondly, because the country was involved in a bloody civil war during the entire Soviet occupation.
