Quite right Slag, in the sense that it was definitely not a Libertarian context. But the problem wasn't the opium, it was the militaristic empire. That was just how things were in those days though and China was no different. Genghis Khan preceded the British by only a short time [a few hundred years]. There were constant invasions and conquests around the world, with empire a great success and the bigger the better.

It wouldn't have been any better if the British had opened the market to car sales by sailing warships up the river. That was just what went on.

The British did quite well with their empire building because they didn't do it Genghis Khan style, by killing all the men and children and raping the women. They did it by enticement, paying the local yokels to join up. The local yokels could see they'd be much better off than in the old tribal systems where the chief got the goods and the girls. Britain was exporting civilization and freedom. People like that.

The USA is doing much the same. Neither Britain's empire nor the USA's were pure as the driven snow, but they are a LOT better than previous examples of empire. Japan's empire in China and Genghis's empire in Europe were a LOT worse than is the USA empire in Iraq.

Right now, I'm opening up China to my products via the USA empire. They are buying my CDMA2000 gadgets. They don't have to. I won't be sending gunboats up the river, though I'm happy for my taxes to fund defence of Taiwan, South Korea and Japan against the dark side.
