re: South Central American countries

theres a HUGE diffference between Venezuela and Columbia. VZ is a longterm oil exporter. Columbia is on the verge of becoming a net oil importer. This is what I love. Countries that are prolific but lacking the "definition" with new, state of the art, western technology. Columbia "sweetened" their royalty regime big time. It's one of the best of the world now.

The country is solidly governed by pro-market forces. They are fighting leftist guerillios in on province. Columbia really turned the corner two years ago. It's the US biggest aid recipient in South America. Also good in South America are Peru, Chile and Panama. Look for countries either where the "socialist" faction evolves in a market-oriented way (Brazil - look at Lula. I'm certainly not advocting his goals. But he honours the market forces like no other socialist. This is the Chile - post Pinochet model, the antidote of Venezuela)..

Firmly, if Chavez escalates, or tries to go nuclear I cannot rule out some action of the US and other South American governents... The list of options how to retaliate is long..
