What u are proposing can not be called "flat tax". What I am proposing is : take your deductions and exemptions for child & family care etc, but arrive at a net income, and pay your taxes at a flat rate, regardless of the amount of net income. Work your numbers, but the tax rate is the same regardless of whether your net income is $1/year or $10M/year.
