On the one hand that's terrible, but on the other hand rapes go on all the time in our regular prisons full of our own US citizens, and no one really cares. So if people in the US didn't expect this to happen, they were very silly indeed.

Part of a war is seeing down the road- and in war atrocities happen, and in prisons rapes happen- and if you are going to have a war, and build prisons, you are going to get both atrocities and rapes (and numerous other evils), so the war had better be worth it, and you had better be able to justify your atrocities and rapes by your noble efforts. IMO

And as for hushing things up, not really easy to do, compounds the evil if it gets out anyway, and antithetical to democracy- so (imo) you have to be able to take the consequences, or you shouldn't be playing the game.
