Yes I-9 is Federal Law. Is a prospective employer a legal represantative of Federal authority ? In a different context, I ask because last year I had misplaced my US passport, I went to the US embassy to ask for a replacement, they asked for proof of citizenship, I showed them my N-550, they could not copy/send it for the purpose of replacing my misplaced passport. I waited while somebody talked to somebody to authenticate it, and then I eventually got a replacement passport.
