Hi Ray - You want to distinquish between black projects - ususally the research, development, manufacturing and often deployment of equipment and capabilities.
Examples would be Stealth fighter F-117, Stealth bomber B-2, U-2 spy plane, SR-71 recon, "Aurora", Keystone, Rhyolite and Lacrosse satellites, etc. There will be also sorts of experimental activity in this category, such as mind control MK-ultra, development of shellfish toxins, remote viewing, data base searching techniques, etc.
There is frequently overlap with white world projects - Oracle database software was partially developed under a CIA contract
Black ops would inlcude various assasination attempts, bribes to corrupt and influence elections, such as those in Italy, blowing up rocket fuel plants in Russia, funding 'secret' armies, black propaganda,taping undersea cables, and placing electroinic and sesmic monitoring devices in denied areas.
These activities are not neccessarily evil (though some will be)
Of the 24-28 Billion intellignece budget (not military), rough 20 Billion is thought to go to the reconasiance/technical/satellite and recon aircraft side, and the rest to "Human Inteligence" HUMINT.
There has been considerable criticism of these spending priorities.
It is possble that there is now considerably more spend on bribery/ economic support etc. so that category may be many billions now. |
