Yes but apparently the Bush administration, greatly missing an opportunity to re-fight the Cold War (Rice is a Russian specialist and Bush is big on SDI), has decided to BECOME the Soviet Union in oh so many ways.

I am, therefore, not convinced that the Soviet Union has gone away...parts of it have just wandered our way.
