When members of a society are killing other members of a society by the hundreds every month, there is certainly some kind of civil conflict underway, whatever we want to call it. The presence of such conflict in what amounts to a new country (maybe I should say a new "polity" since Iraqi society is ancient) is a major alarm bell. From my experience in the Balkans, once blood spills, attitudes never really soften again.
