Don't care what has, or hasn't, happened. Care about *what is technically possible*, ie: unverifiable fraud.

Because is you leave a door wide open, someone will come in.

Full audit trails should be mandated. Open-source operating system and application code, or else at a bare minimum submitting all code to independent experts for verification and certification, and then locking down changes prior elections would also be useful steps to take to make fraud more difficult and increase the public's confidence in the elections process.

Banning convicted felons from running voting machine companies would seem to be necessary too.
