here's my view of the story:

For VDSL you need FTTC, but it's far too expensive to do that to every residential area. Even if operators have extensive fiber plans, there are calculations that it would take e.g. France Telecom over 30 years to excange all their copper with fiber, leave alone the costs.

So, for residential, ADSL is doing the job. For business, VDSL is likely to take over when it's available.

One more thing: ADSL has a TTM advantage, VDSL will not be around for quite some time. Indications are, that you'll start to see "super HDSL" systems, which will run at 4 or 8 Mbit/s symmetrical over 2 or 4 wire cable around 1.5 to 2 km. Also interesting: due to asymmetrical speeds up- and downstream it will technically probably not be possible to deploy ADSL and VDSL in the same bunch of copper.
