I don't think they want to "murder innocent people" as you put it. I think they very much like to kill (in order of priority): Bush, Rummy, Condi, US forces, and Iraqis in cooperation with the above list. It is just that they do not have laser guided weapons

You may guess all you like whom they want to kill, but if you at the list of whom they actually have killed, very large numbers of them were civilians, mostly Shia civilians. You do not set off bombs in mosques and at funerals in order to kill Bush or Rummy. Reports from the ground indicate that attempts to kill actual Americans (who are hard to kill) are diminishing in favor of attempts to kill large number of Iraqi civilians (who are much easier), favoring the Shia but not being very particular about it, as many Sunni have died as well. It is logical to conclude that they regard mass civilian casualties per se as a strategic goal. If that doesn't count as murdering innocent people, what does?
