I know US isn't all that hot about ICC, since it found out it can't play favourites by having its citizens exempt from the Court :-)

I was actually thinking of the court in the Hague that has been trying ex-Yugoslavian war criminals, but then I realized it is a special court with a limited mandate (i.e. for that particular conflict only):
