Rove/UW strategy for reelection worked fine. They are less good and effectively governing.

Bush 41 had James Baker. He was terrific at State and Treasury. Bush 41 probably lost re-election because he didn't have someone like Karl Rove.

Bush 43 probably can not ever connect with anyone like a James Baker.

You are right. Politics and governing require different skill sets. They are probably mutually exclusive. If you are terrific at one, chances are you can't be good at the other.
