Jacques Chirac is now trying to recover from his loss at the poll over the effort to ratify the EU constitution. He is a victim of his own success. The French people believe in the welfare state. For most of my 47 years French government has promoted a dependence on the government breast. The nation has become less and less competitive in world markets as a result. Now they have a 10% unemployment rate and a people who cannot comprehend that the only way to improve the economy is to be more competitive, which means accepting risk and personal responsibility and even difficulty. Chirac's only real hope for sustaining, let alone extending, the welfare state is to be able to spread costs among the member nations of the EU. Now, for his people's fear of losing local control, that option fades away and France may be forced to stand on its own merits.
Could anything be more of a nightmare for a French politician?
