That is the way most people use HSAs. They buy a high deductible policy which is affordable. The HSA funds are used to pay for claims until the deductible is met.

In the case of chronic illness, HSAs are probably not effective for the individual. They do benefit the high medical cost individuals though; they save money on taxes when they use HSAs. High medical cost individuals are still incented to join groups or insurance that will cover their illnesses. Ultimately look for a more effective method to transfer the high cost of medical care back to patients who incur it. It is how it used to work, it will probably be that way in the future.

This appears to be the opposite of what socialized medicine enthusiasts want.
