Oops, your agenda is showing. They are blaming Bush for not raising taxes and/or restraining spending in a fiscal austerity program.

and it is not a zero sum gain in housing. the gains in housing over the last thirty years may be the only savings people have accumulated going into retirement.

You almost got it right. Paying off your mortgage *is* saving. However, asset inflation (ie. home prices going up) is not saving. Savings is either paying off debt, or spending less than your income.

Does investments in stock market capital gains count in savings?

No, thats investment. Its different from savings on a Keynsian technicality.
