Someone mentioned that he COULD have resigned, and then gone to the House and Senate leaders or directly to the public with the situation. Instead, he chose to continue to collect a paycheck all the while.

Resignation is the Marquis of Queensbury way for dealing with such things, the noble way, the gentlemanly way. But it may not be the most effective way because when you resign you are striking your one blow at whatever is in question. If that blow is not a fatal blow, then you have nothing left for plan B. By staying undercover, you are more effective because you are in a position to continue the fight.

I don't know what Felt had in mind. He may have been all about protecting his paycheck. Or he may have realized that the best strategy was to stay in place. Remember that he was concerned about the integrity of the FBI. To that end, he would likely have wanted to remain in place so he could be instrumental in whatever recovery was required there. Resigning would leave his position as well as the Director's position open to those who cared less about the FBI of who didn't have the experience to aid in the recovery.

Don't forget, too, that resignation is only effective when the resignation and the reason for it are publicized. So whichever tack is taken, you're using the media to achieve your objective. Can't do it without the fresh air in either case.
