Zonder - I am aware that externally applied limits on the Congress's authority to spend may be imposed by the Senate or by Presidential veto. However, If neither the Senate, nor the President, has in fact acted in measurable degree, to impose such a limit, then there is only the act of self-control left. Although Congressional spending is without question outrageous, it could be yet worse.

So, Mr. Zonder, how would you go about demonstrating that no Member of Congress has exerted, individually or collectively, self-constraint due to the size of deficits?
