So far, so bad. But maybe if they drill a few holes offshore they can be sure. Looks to me like the Gulf and the North Sea are enclosed areas or basins that have allowed sediments to accumulate in ways that trap hydrocarbons.

What's found may depend on whether there is anything to this methane hydrate thing. To me, the methane hydrate story has a kind of anti-Sargasso-Sea unreality to it, a magical source of unlimited energy. Since methane hydrates are mostly connected with Arctic oceans and extreme cold, I would not know what they are supposed to be doing out there off the Carolinas.
