That was the case here. My town, an eclectic mix of whites, blacks, and Hispanics, poor to upper class, surrounded by more affluent, almost 100% white towns, had significantly poorer results in standardized tests. Also, the kids from my town couldn't compete with kids from the other two towns in the regional high school. After over 20 years of trying to improve the elementary and middle schools from within, some parents gave up and started a charter school. Guess what - kids in BOTH schools are doing better. All of a sudden, the school establishment decided they need to overhaul the curriculum, enforce discipline, remodel the middle school building (which hadn't been touched since the 1950's). Competition is the key.
