I gather you haven't been in the business world in the last 15 years or so. Charting goals is generally just a question of finding the right question to ask, and remember.... always draw the chart so that up is good.

I'm talking about meaningful charts, not PR either for or against the effort in Iraq. Its easy to throw together a chart and show positive or negative changes over time. Just pick the right criteria, pick the right way of measuring the criteria, and be creative with the time frames you show on the chart. But such distortions aren't really meaningful information.

It's easy to raise the forces from none to some positive number, but it may reach a plateau that would become noticeable on the chart.

It may. In fact it eventually will. It hasn't yet. If the eventual plateau is at too low of level that will be a problem, but you can't tell that from charting past and present data.
